Charles Miller was a project manager for the quarry Frank Tate wanted to build in October 1996. Charles called the police on some of his employees after Biff Fowler and Tom Bainbridge were attacked. Charles was present during the protest against the quarry, and informed Frank that security guard Acky had attacked Betty Eagleton and hospitialised her.
In November 1996, during the bonfire party at the quarry site, one of the Dingles' stray petrol cans catches alight and causes an explosion. Having been told by Zak Dingle that the explosion was caused by a petrol bomb by one of the protestors, Charles wants to call the police, but Frank dissuades him, telling Charles he wants to deal with it personally. A week later, he tells the Dingles that he no longer needs them as security guards.
