Stephanie "Steph" Miligan is the daughter of Ruby Miligan. Steph was raised by Ruby's husband Caleb Miligan, who believed she was his daughter, however in January 2025, it was revealed that Ruby's father Anthony Fox was also Steph's biological father.
Biography[]
1993-2024: Early life and estrangement from Caleb and Ruby[]
Steph was born to teenagers Caleb Miligan and Ruby Fox after they cut ties with Ruby's parents, but Caleb didn't know that her father, Anthony Fox, had sexually abused Ruby for years. Ruby and Caleb got married in 1996 and Steph gained a younger brother, Nicky a few years later. Caleb and Ruby had a volatile relationship and Steph felt neglected by Ruby throughout her childhood and was much closer to Caleb, but when she was fourteen she caught him with another woman. Caleb got Steph to lie for him but the stress got to her and she stole a car, leading to her telling Ruby the truth. However, Ruby's response was to send Steph to boarding school, where she was miserable and she ran away in her late teens, not contacting her parents for over a decade.
2024 to present: Arrival in the village and true paternity[]
Steph arrives, just as Caleb is being blackmailed by Jai Sharma.
Steph first appears in the village on the 15th November 2024 when she arrives at Caleb Miligan International's opening in time to save her father, Caleb Miligan from Jai Sharma. She threatens to show a video of Jai attacking Caleb with a forklift to the police and so Jai leaves. Caleb is happy to see his daughter but Steph insists she is only there to get the money her grandmother, Helen Fox left her in her will. Steph then arranged to spend the night in the Grange and later met Ross Barton, who she slept with that night. The next morning, she goes to her parents home at Apartment One, Mill Cottage to collect her inheritance but both of them try to convince her to stay, with Caleb offering her a job at the depot to keep her there. After a confrontation with her mother, which ends with Ruby slapping Steph, she storms out.
The next day Ruby apologises to Steph and Caleb reiterates his job offer but she is still adamant she isn't staying. However, after Ross steals a van from Caleb as part of a deal with Jai he finds Steph in the back. She says she won't tell the police and the two have sex in the van. Steph returns the van to the depot in front of Jai and Caleb, claiming she was taking it for a test drive, much to Jai's annoyance. He questions her story but Steph tells Caleb she is taking him up on his offer, which makes her Jai's boss. On 19th November, it is revealed that Steph is in contact with her grandfather, Anthony Fox as he arrives in the village. Caleb and Ruby are both shocked and angry to Anthony again, but Steph insists that if Anthony leaves she will go as well.
Over the following weeks, Steph makes up with Caleb and is happy to see him bonding with Anthony. However, things continue to be tense with Ruby and Anthony, which irritates Steph and she routinely threatens to leave if Ruby doesn't learn to get along with her father. After Anthony reveals he has terminal cancer Steph is devastated but she is horrified when Ruby demands proof. Steph wants to be closer to Anthony and so she is delighted when Ruby allows him to move in with them and they spend Christmas together as a family.
On 20th January 2025, Steph worries when Anthony fails to meet her and spends the rest of the day searching for him with Ross. For the next two months Steph desperately tries to find out what happened to Anthony, despite her parent's insistence that he often went off on his own. When Steph learned that Ruby had cheated on Caleb with his brother, Cain Dingle, she turns on her mother and can't understand why Caleb forgave her. Later, Cain is arrested over Anthony’s disappearance and Steph becomes convinced that someone killed Anthony. In March 2025, Steph found a gun in Caleb's safe and, despite his excuses, believes he used it on Anthony, so the next day she interrogates Ruby but Caleb then comes home as Ruby breaks down and he confesses to killing Anthony. A devastated Steph forces him to turn himself in the police, but Ruby then tells her the truth, that she killed Anthony because he sexually abused her as a child and that he is Steph's father. Steph is stunned but agrees to help Ruby stop Caleb from turning himself in.
After this revelation, Steph goes into a downward spiral as she begins to believe she looks like Anthony and that makes her a monster. She confides in Caleb's nephew, Aaron, who helped cover up Anthony's murder, and reveals that she has been looking into plastic surgery to change her resemblance to him. Despite Caleb and Ruby's best attempts, Steph continues to think this way as she tries to get on with her life by making up with Ross and supporting Caleb when he is stabbed. Then, in April 2025 she secretly books a nose job but Caleb and Ruby stop the procedure, telling the doctor that Steph isn't stable. Afterwards, a hysterical Steph smashes up their home and attacks Ross as he tries to comfort her, before running off and her parents have to stop her from cutting her face with a broken bottle. They talk her down and Steph agreed to go to therapy to deal with her issues also deciding to break up with a heartbroken Ross, while she focuses her therapy. Then in June 2025, Steph is horrified when Ruby confesses to killing Anthony after a body is found. Soon, it is clear that the body is not Anthony and Steph asks Caleb's nephew, Joe Tate for help, allowing Ruby to get out of trouble.
By August 2025, Steph had recovered to an extent and she befriended Ross' newly discovered half-brother, Lewis Barton. After Steph admitted that she wished things had worked out with Ross, Lewis schemed to bring them back together and got Ross to drive Steph to her last weekly therapy session. After spending time with him, Steph invited Ross to stay the night and they got back together. Steph still felt insecure and asked Ross if he had been with anyone while they were broken up, but he promised he hadn't. Steph quickly learned this wasn't true after Manpreet Sharma revealed that she had a one night stand with Ross and this devastated Steph. She felt her trust in Ross had been broken and she arranged a trip to Italy to get away from her troubles. Ross tried to stop her from leaving, swearing that he loved her, but Steph still left him.
